Finding these towering wind farms high up in the hills, guided only by a topo map and a desire for scenic elevation, is a rite of passage for anyone exploring the eastern edge of Livermore. What the kids fondly dubbed “Windmill City” is part of the iconic Altamont Pass Wind Resource Area, one of the earliest and most famous wind farm developments in the United States.
- The 1980s Rush: Fueled by federal tax incentives and California’s early green-energy mandates following the 1970s energy crises, investors and energy startups rushed to the pass in the early 1980s. The unique geography of the valley, where cool, dense ocean air sweeps through the narrow mountain gap into the hot Central Valley, created a natural wind funnel ideal for power generation.
- A Patchwork of Thousands: By the late 1980s, thousands of small, lattice-tower turbines covered the ridgelines along Patterson Pass and Tesla Roads. At its peak, Altamont Pass contained over 4,000 wind turbines, creating a surreal landscape of spinning steel against wide-open skies.
- Corporate Shifts & Maintenance Reality: The industry was notoriously volatile in its formative decades. Energy companies, maintenance contractors, and wind farm operators frequently restructured, bought out competitors, or went under as government subsidies fluctuated and early turbine technology aged. Maintaining thousands of smaller, high-maintenance mechanical units on steep, exposed terrain made for a demanding and constantly shifting workplace.
- Repowering the Pass: In recent years, the region has undergone a massive “repowering” effort. Hundreds of the old, fast-spinning lattice turbines seen in classic vistas have been dismantled and replaced by a far smaller number of modern, sleek, high-efficiency turbines that generate more power with significantly less impact on local bird populations.
